Learn, think and act! These are the key permanent steps on my path of living, getting education and working.
After getting high-level education in Political Science, Conflict Studies, Public Policy and Business Management at high-ranked universities in Armenia, Greece, the UK and the USA, I've returned to my homeland Artsakh (Nagorno-Karabakh) to invest my knowledge and skills in her development and peace.
Currently, serving as State Minister of the Republic of Artsakh and coordinating the activities of mostly humanitarian ministries, I do my best to tackle both post-war crisis and long-term institutional issues. Previously, I served as Chief of the Presidential Staff for 6 months, getting rich administrative and political experience.
For more than 2 years, I served in the position of Human Rights Ombudsman of the Republic of Artsakh elected by the Parliament. In this responsible position I aimed to strengthen human rights culture in my country, using my professional and personal experience and insight. The 2020 44-days aggressive war by Azerbaijan and Turkey against Artsakh was the hardest period for me, and I did my best to monitor, record and report the human rights violations and war crimes, making several professional reports and multiple publications on them.
For a few years, I served as assistant then spokesman and advisor to the Prime Minister of the Artsakh Republic, bringing new breath and approaches to his team and public relations. Due to my efforts, transparency and accountability of Prime Minister activity considerably increased, making him the most transparent and available figure for citizens and journalists.
I also used to be political analyst at some centers, covering mostly Caucasus affairs and Nagorno-Karabakh conflict. As a scholar, I have participated in various conferences and published some academic articles on the Caucasus geopolitics, Nagorno-Karabakh conflict, political systems, democratization and information security. Feeling responsible for sharing my professional skills and knowledge, I teach “Political PR” and other courses at Artsakh State University.
For many years, I headed and took part in tens of civic society organizations, dealing with non-formal education among youth, raising their awareness on human rights, personal development etc. I sometimes have motivational speeches in Artsakh and Armenia, sharing my personal experience of how to overcome obstacles, reach goals and break stereotypes.
